World Cup Founding Season

Activate Your District

BIAs are the backbone of the CME ecosystem.

CME connects hiring activity with local economic activation. During the Founding Season, BIAs help bring businesses, jobseekers, and community participation together within their districts.

Why BIAs Participate in CME

CME helps districts connect hiring activity with local economic activation. When businesses in your district use CME, everyone benefits.

Visibility Into Local Hiring

Understand which businesses are posting, interviewing, and hiring within your district. See real activity, not estimates.

Increased Business Participation

As more businesses in your district use CME, your local hiring ecosystem grows stronger and more connected.

District Discovery via CME Local

Jobseekers and visitors exploring your district through the Passport discover your businesses through CME Local in real time.

Community Impact Engine Progress

Every hire in your district moves you closer to unlocking CIE-funded initiatives like the Free Lunch Initiative.

District Discovery Through CME Local

CME Local is the platform's district discovery layer. It allows users exploring Passport districts to see businesses in the area, employers currently hiring, local promotions, and Passport challenge locations.

As activity increases across the platform, more people explore districts using CME Local. This increases visibility for every business located within your BIA.

More Passport activity means more eyes on your district's businesses.

The Passport Effect

The Passport Drives District Engagement

The CME World Cup Passport encourages jobseekers and visitors to explore participating districts. Users earn rewards by visiting businesses, attending events, discovering hiring opportunities, and completing challenges.

This increases district engagement and drives traffic toward participating businesses, turning the World Cup into a catalyst for local economic activity.

Your BIA Dashboard

When you activate your district, you get access to the BIA Dashboard — a centralized command center that gives you real-time insight into everything happening in your district.

No more guessing. Your dashboard tracks hiring activity, business participation, jobseeker engagement, community impact progress, and Passport traffic — all in one place.

Every metric on this page is visible from your dashboard the moment you activate.

Initiatives Unlock

When thresholds are reached, funding unlocks community programs like the Free Lunch Initiative.

The Six-BIA Coalition

For the World Cup launch, the six selected Toronto BIAs operate as a single BIA Coalition. Combined participation reaches community funding thresholds faster than any district could alone.

These six BIAs are the pioneers. They get first access to every tool, metric, and community funding initiative before CME opens to all districts. Once the Founding Season concludes, every BIA in the city can join — but these six will have already shaped the platform and built their head start.

CME generates a Global Donation Pool tied to platform activity across all districts. Neighborhoods that reach participation thresholds activate funding first.

Important: If a BIA does not participate, the resources generated by hiring activity in that area will activate in other participating districts instead. The funding follows participation, not geography.

Community Milestone

Unlocking the Free Lunch Initiative

When participation levels reach certain thresholds through the CIE, funding is unlocked. Local restaurants host Free Lunch events. Additional economic activity flows back into the neighborhood.

These events celebrate the participation of businesses, jobseekers, and the district community. They're a visible, tangible result of what happens when a district comes together on CME.

Transform temporary World Cup energy into long-term economic participation.

The World Cup will bring increased attention, visitors, and activity into participating districts. The CME Passport channels that energy into lasting outcomes.

Founding Season Transparency

CME is in its final pre-launch phase. BIA activation during this period helps finalize the platform before global rollout. Employer subscriptions purchased now do not begin billing until the official launch. Early participation shapes the system that serves your district long-term.
